I mean I just don't remember anyone really playing her that much but now I'm seeing her constantly in bot lane, I see her more than Vayne and Jinx and that's saying something.
Did I like miss something? I know she got some changes but I didn't think they were enough to make her pick rate jump so much, I also see a lot of bad mrs fortune players as well.

She has a new passive Her ult scale with AD and actualy worth more then her AA She has HIGH Team fight potential with a AOE CC her strut give a good skill for chance or to run away from trouble
her early game is good to. Double up is a serious DMG dealer and allow you to keep farming.
Her new passive is much better than strut. Then took away a little of her w power with impure shots, but the passive more than makes up for it. Especially in team fights. Also her passive she had is now combined with her w.
TLDR: They combined her old w and her old passive and gave her a new passive that was a buff.
Her ult does tons of damage with its new ability to crit, and her passive is really strong lane harass once you learn to manage it.
In a nutshell.
There were changes. This is preseason. And I personally really like her new passive, really good trading early, even compared to before.
Stand in her full ult and you'll find out why.
The buffs are real.
You know how Jinx ult hit you like a truck? Well Ms.Fortune ult hit your entire team like a freight train carrying other trucks
Her new passive is very powerful. Her W has 120% AS for 3s and can be longer with her passive.
Old Fiora's E was 120% AS for 3s too but only refresh when she got a kill.
she has the 2nd highest win rate among ADCs, that's a pretty good reason
They nerfed her early game but at the same time she's now able to be considered a late game ADC.
Previously she had a really strong and oppressive early game that you really couldn't win against and her mid game was also extremely powerful, however she fell off pretty hard late game in exchange for her early - mid game power. Now Miss Fortune is good at all points of the game. She has a lot of counterplay and I wouldn't say she's that overpowered, but she just doesn't do bad at all during any parts of the game.
Why is Mrs. Fortune suddenly a thing?
Because all the Ranged ADs that were changed are getting played by everyone. It's because this is the "Marksman patch" and that makes them played even if they didn't give two Teemos about the champions through all their other changes. It's like how everyone wants to play the New Champion that was just released. Well, CF and the rest are "new" champions.

Hint: These two are related.
There are two groups of people who pick her: "People who have never played her and will probably suck" and "the 0.02 of the playerbase that actually picked her before."
But it's just temporary. Everything will go back to normal the week after she shows up in the rotation; she'll be back to where she was after the League playerbase plays a couple of games and declaring her bad, probably posting something on G&B how she "sucks and her ult stuns herself" after the used Bullet Time in front of a Malphite or Cho'gath who had all of their abilities up.
