I mean I just don't remember anyone really playing her that much but now I'm seeing her constantly in bot lane, I see her more than Vayne and Jinx and that's saying something.
Did I like miss something? I know she got some changes but I didn't think they were enough to make her pick rate jump so much, I also see a lot of bad mrs fortune players as well.

Please reread what I wrote; I didn't deny or even say anything about their strength. I said that the positives he listed, the "reasons" to pick were true before this current patch and true long before it.

Factually false. At first rank, her ultimate did more damage than most any other comparable "nuke" type ultimate in the game.

The players are what is arguably shit. No one who hasn't just started or isn't a complete idiot would sit there and use Xerath's Ultimate or Cait's Ultimate when an enemy is just there beating on them. So why is it that when these same utterly incompetent idiots who misuse their abilities do it with Fortune's Ult and QQ about how she sucks, people take them seriously? Even if their complaints were remotely credible, it's fine that it would have a drawback on account that it is among the strongest in it's class.
I could go on and talk about how you wrote false things about it's AD scaling but none of that really matters because you are ignoring the point:
Her ult was not "shit" because it was factually, numerically, objectively, stronger than almost every comparable ultimate, doing more damage than most any other nuking ultimate in the game AND was AoE.

Her new passive is... new, her ult is more powerful because it has more waves + the recent AD scaling, her team fight potential is higher because her ult is stronger and her E's range was buffed, and Strut is better because they buffed it significantly in the late game. Finally, even her Q has been buffed because it interacts with her passive.

As even the casual Fortune player would know, (the, like, 50 of them) her ultimate has always scaled with AD, and was of course worth more than her Autoattack as you sarcastically put it. She always could team fight well and the "AoE CC" you mentioned, Make it Rain, is not a new thing either. "her strut give a good skill for chance or to run away from trouble" She has always had Strut, and it always had a good chunk of MS behind it. "her early game is good to." Always has been; she's been characterized as a lane bully since forever ago. "Double up is a serious DMG dealer and allow you to keep farming." Same here and of course she could farm, she is a lane bully. The other guy is the one who should have trouble farming.
For question that OP asked: She's played more because she was a part of the "Marksman Patch".
Stupendoes2 votesHer new passive is much better than strut. Then took away a little of her w power with impure shots, but the passive more than makes up for it. Especially in team fights. Also her passive she had is now combined with her w.
TLDR: They combined her old w and her old passive and gave her a new passive that was a buff.

Because all the Ranged ADs that were changed are getting played by everyone. It's because this is the "Marksman patch" and that makes them played even if they didn't give two Teemos about the champions through all their other changes. It's like how everyone wants to play the New Champion that was just released. Well, CF and the rest are "new" champions.

Hint: These two are related.
There are two groups of people who pick her: "People who have never played her and will probably suck" and "the 0.02 of the playerbase that actually picked her before."
But it's just temporary. Everything will go back to normal the week after she shows up in the rotation; she'll be back to where she was after the League playerbase plays a couple of games and declaring her bad, probably posting something on G&B how she "sucks and her ult stuns herself" after the used Bullet Time in front of a Malphite or Cho'gath who had all of their abilities up.

Old Fiora's E was 120% AS for 3s too but only refresh when she got a kill.

A Miss Fortune1 votesThey nerfed her early game but at the same time she's now able to be considered a late game ADC.
Previously she had a really strong and oppressive early game that you really couldn't win against and her mid game was also extremely powerful, however she fell off pretty hard late game in exchange for her early - mid game power. Now Miss Fortune is good at all points of the game. She has a lot of counterplay and I wouldn't say she's that overpowered, but she just doesn't do bad at all during any parts of the game.
