No, champs aren't OP because Riot knows how to balance the game.

Instead of a champion that is simply BETTER than all other champs in their class, each champion in the class fills a niche that no other champ can do. For example, right now we have Graves as a bulky close range fighter, MF as an AOE Teamfight ADC, Vayne as a single target duelist, Tristana as a tower pusher, etc.

Each of them have their own unique thing that they do that nobody else does as well as them. This means that they will ALWAYS be good, and that "X ADC is currently OP, I better pick them if I want to win" doesn't exist anymore.

As for champs like Poppy, Yorick, Taric, and other champions with outdated toxic kits, Riot doesn't want them to be good until they get their rework, so they are in a pretty low spot power wise because if they were to have the sheer numbers to be viable, they would take over every game and there would be nothing you could do to beat them.

I'll admit its getting to a point where its like that, but some champs are just plain OP while others are still way out of their league. Even ones that aren't super old or forgotten. Jarvan, for instance. He's not totally forgotten, but to be useful he needs to build damage, and to build damage means to get blown up. Others are better at being tanky with damage than him, others are better at CC than him, others are better at both, and he generally just sucks now even though he's not a completely low-grade champ like Yorick or Poppy.

Plus, there are still many OP, top-of-the-line champs like Graves, Corki, Yasuo, Darius, etc.
