Why does Riot nerf the champ, THEN the item that makes them strong?

do they not know how to balance? example: item 3124 and any champ that used it, specifically KogMaw

The price went up by enough to make it a bad first choice AND kog got some "adjusting"

This happens time and time again. They over buff a champ. Then nerf both the champ, and the item(s) that made the champ so OP to begin with.

can't they just make good choices to begin with? maybe listen to the thousands of players on PBE?

because if you nerf the item you then nerf the spectrum of champions who use it. thus making those " balanced 50% winrate champs) fall lower in to a state of needing buffs. in cases where champions are CLEAR outliers ( think irela shyvana jax kayle as they are ALWAYS the ones to abuse items) they will nerf them first before looking into the realm of nerfing the item. nerfing the reason a play style is strong means you're effectively saying no you cannot play the game this way. which is against riots design. how ever nerfing a factor of that play style that can either decrees its overall effectiveness with the outliers while keeping the healthy use of it in check or adding counter play to give the players options to defend against it is and will always be a better balance choice.

Usually they don't, unless the item is clearly overpowered like Rageblade was or the champion is clearly overpowered like Kog was.

And technically, they nerfed Rageblade, nerfed Kog, and then reworked Rageblade. It wasn't specifically a nerf, but it is worse on Kog now.

I find your example rather odd, seeing that kog is one of the few that does really well with new guinsoo's, Now take any devourer jungler and we have a fitting example.

Someone suggested a while back that it is a marketing strategy. Make a champ OP, people will play it and probably main it for a while which might encourage buying skins for it. Then nerf that champ after a while.
