Replacement for flat armor pen
yea, but whats it do?
It's a percentage pen based on the target's level. It essentially is designed so you (the aggressor) can't outscale your opponent's defenses.
figured as much, but i didn't know where riot put this explanation.
You'll have to be patient with the patch noyes that S@20 puts out. It'll take a while to have everything up.
Flat Armor Pen based on level
who's level?
From S@20:
LETHALITY - Flat armor pen has been changed to Lethality. Lethality is similar to flat armor pen but it scales with opponent's level. More information available [here]. From context thread - "Lethality now gives the owner flat pen split between a base amount, and an amount that scales with the target's level.
The current formula is 0.4X + [((0.6X * Y)/18) = Flat Penetration Amount], where X is Lethality and Y is target champion level. This is very much subject to change as we start getting a lot more balance information."
