With lulu's extreme utility in both shields and slows

Why is her polymorph duration so monstrously long as well? Or her shield cooldown so extremely low? Despite Janna being the statistically strongest support in the league, Lulu's kit is morbidly overloaded especially compared to similar supports such as Karma or Sona that both had their utility or power nerfed in some way.

Lulu sort of ends up the jack-of-all trades of the bot lane. Why?

2 of Lulu's spells are either/or type of gameplay, you have to choose whether to boost an ally or damage an enemy. Given that Polymorph is the strongest utility in the kit, it has the highest cooldown
