Changes To Surrender Vote

I think it'd be best if you recieved a notification in chat logs when someone wants to surrender and you simply use TAB to pull up the scoreboard to vote. Prevents the blocking of an area on your screen during a fight or any other possible instances where it can harm the voting players.
