You didn't have to download anything because they only made changes to their server. This also means that, while some damage, cooldown, and mana cost values were changed, their tooltips have not been updated yet. So while Cassiopeia's E's tooltip still states that it has a 0.9 second cooldown and costs 60 mana at level 1, it really does only cost 40 mana and it goes on cooldown for 0.75 seconds without cdr.

They added a list of the changes to the top of the 6.9 patchnotes since we're still on the 6.9 patch.
