His E has a ridiculously stupid CD. 0.01 for a dash is highly unbalanced. sure it has a condition added to it but its a condition hats easily met. making any champ with a skill shot or a delayed effect useless to even try to use. its been creating a toxic environment in the games ive seen making it either ban yas or hear people bitch about him in game

LU Vanilla Rice 3 votesIf by two other tools you are referring to the passive shield that procs with any damage (the easiest being a ranged auto attack) and his windwall with a 26s cooldown level 1, which most people don't get on Yasuo until level 3, then yes, Yasuo does have two other tools. But if one is smart, the proper way to play around them is click Yasuo to auto him, which procs the shield. Wait out the shield (which lasts for one second), and bait out the wall, which has an insanely long cooldown. It takes a bit for yasuo to regain his passive, and with his long cooldown on his w, the yasuo dash is his only other option to avoid getting ridiculously poked down in lane.

Anything and everything impactful in the game will generate frustration, no champion is immune from this unless they're a walking potato. Just because he does a lot doesn't make him imbalanced.
