Because she was classified as primary mage/secondary support like Anivia Fiddlesticks Heimerdinger Karma Lux Morgana Orianna Taliyah Zyra before the champion class update.

Wait what?

Because she's secondary support?

Syndra is actually a pretty decent dmg sup champ, a good scatter the weak can turn tides when combined with her slow, but Brand,Lux or Zyra is a much easier and more rewarding choice
