Vladawho?

Why don't I see Vlad anymore? I desperately want to play him, but he doesn't fit my play-style and I'm absolutely horrible with him... but I still feel like he's a really good champ. Always loved having one on the team. I haven't seen anybody play him in an eternity.. is it just the teams I'm with? Or did they kill him at some point and I missed it?
Was actually insanely surprised when he didn't make a comeback in this "tank meta".
