Buffing Thornmail Armour

Since Executioner's Culling has been re-introduced into the game, would it be fair to give Thornmail a buff? Currently, AD champs are running amok, and Thornmail's not doing it's job as an Anti-AD item. The consistent problem with this item is that its passive can easily be bypassed by life-steal.

Current Passive: Reflects 15% of the physical damage taken (+ 25% bonus armor) from basic attacks and on-hit effects back to its source as magic damage (Calculated before any resistances or reductions are taken into account).

Here's a buff suggested by the user Hamengeri from leagueoflegends.wikia.com http://leagueoflegends.wikia.com/wiki/User_blog:Hamengeri/Small_rework_for_Thornmail New passive: (Grievous Wounds) Upon being hit by physical damage or an auto-attack, reduces self-healing (lifesteal and spellvamp) on attacker for 10% for 2 seconds. Stacks up to 5 times.

I think regeneration should be unaffected (lots of tanks benefit heavily from their regen, it'd be weird if thornmail countered tanks), but things like Lifesteal and healing from their kit should DEFINITELY be affected
