I thought Zac was supposed to be a tank?

Annie Diana Fiddlesticks Lux Morgana Veigar etc all wish they had 4 nukes.

I've never been nuked by a zac E... Even if he's full AP I don't think it'd do that much damage.

Zac does pretty good damage for a tank, but he can't nuke anyone.

Zac W is not a nuke. By that comparison, Mordekaiser has 4 nukes
