New player experience: IP gain
It takes 45+ hours to get 6300 IP, that's a large investment, and being able to play champs is a pretty big advantage. To put this into perspective, I've played the game for 3 ish years (Lissandra's release), have 2554 hours played, and still don't have all the champions, I haven't purchased any with RP, and have been gifted one champion. I own roughly 3/4ths of the champions, maybe less. In my opinion, in the time it takes to get level 30 (and unlock ranked), you should be able to unlock the majority of the champions.
