Thoughts about the "Sated Devourer"

So, for those of you who don't know, the PBE's been updated with a new Devourer called "Sated Devourer". Said item has struck fear and incredulity among many (as well as spontaneous orgasms for Yi mains). Here are the stats for the new item (taken from surrenderat20's lovely post):

  • Now becomes "Sated" at 30 stacks.

  • Base magic damage on hit increased to 30 from 25

  • Passive Changed to "Devouring Spirit" - Takedowns on Large monsters and champions increase magic damage by +1. Takedowns on epic monsters increased by +5

  • When Sated, every other basic attack will trigger on Hit effects twice.

This really reminds me of Feral Flare, and I did not think Feral Flare was a great time.

However, I'm curious as to why the designers used the word "sated". Currently, off the top of my head I can think of two items who use the word "Sated" in their descriptions: Bloodthirster and Hexdrinker/Maw of Malmortius. Both of them have on/off effects: Bloodthirster creates a shield when "sated", and Hexdrinker becomes "sated" when a user gets hit with enough magic damage and procs the shield.

I wonder if maybe the mechanics of this item work along the same idea. It's certainly possible; the designers do have precedent for creating power spikes in an rise-and-fall manner (i.e. Gnar, Ryze), even if those precedents aren't the most well-balanced of them all.
