When will autofill be disabled for lower ELO and Normals?

A giant problem with League right now is the autofill system. I can honestly understand why it would be in place for higher ranked players where there are much less of them and most of them have a decent understanding of each role and their job. However, autofill has been in place for the lower rankings like gold and below for what reason? I personally don't see any difference in the queue times and giving someone a role that they don't play like support puts the team at a giant disadvantage if the enemy support wanted to play that role and knows how to effectively. Perhaps there is a minute quicker queue time but who would honestly sacrifice that one minute to be put into a role you do not want to play or worse - do not KNOW how to play. This is a giant problem for lower ELO because there are a lot of us below gold who are getting screwed and are forced to dodge or play out the game. Riot knows this is an issue and that is why it's disabled when you're in promos or if you have recently been autofilled. Riot knows people hate this but why is it still in the game when the difference it makes at lower ELO is so minuet?

What's worse is that it's enabled in Normal Queue... When I want to play Normals, it's either messing around with my friends or I want to practice a champion. So why is autofill enabled? Again, I would rather wait the extra MINUTE and get my role, then get a role I don't want, dodge, wait 5 minutes + the queue or play out a 30 minute game wishing this stupid system wasn't in place and waste my time. This is such a giant problem but it's still in the game?
