Theory about a upcoming meta
With all these changes to the rift I have a feeling whe will see more laneswamps than ever before in the game. And here's why:
-
Dragon is compleetly changed, in my opinion his rewards will increase the longer you in the game (during the scaling). However I don't see the hugh impact the first buff will provide to the team. I can see a lot of players trading dragon to get an advantage somewhere else. Add least for the first dragon. The laneswamp is the typical strategy for this. When the second dragon arrives whe will see the real fight.

The jungler is a lot harder to clear early so some help from the toplaner can be really intressting. In this case I see
no longer be the default. I think the toplaner might take
now in that situation. Why? Simple, with dubble smite they can clear the jungle faster and benefit from 2 jungle buffs rather than one. If the toplaner takes smite he can go bot with the support after they are done freezing. Because he has smite you still have a sort of dragon controle since you can now contest the next dragon with 2 smites. I fear this is one of the effect that happend when they made these changes. -
The updates for smite (the combat ones) are pretty strong in the right situations and I can see both Skirmisher's Sabre as Stalker's Blade become pretty viable first item. It's only 750 gold so you will have it by the time your back in lane.
