We live in a world where AP champions can build full AD and still carry. Infact the AD builds are better than the AP ones. We live in a world where Kennen, Neeko, Twisted Fate can build full AD, on hit/crit and deal more damage than the AP equivalent. I’m real glad that the balance team is doing something about this.

Not every AD champion can use AP, but every AP champion can use AD because every champion can autoattack. That's just the game working as intended. It's fine for some(because few do) AP champions to go AD and it's illustrated by the fact that TF and Kennen have some AD scaling. Some AD champions are encouraged to build AP(Ezreal, Kaisa, Tryn, and Illaoi) as well so I don't understand why it frustrates you because there's nothing unfair about this.
Ummmm when haven't these champions built ad? There has always been a ad version of them.

None of those champs build that way anymore and see regular success, sure the odd one here or they may win, but most do their usual AP build

AD TF has been a thing since forever. He was even meta at one point. AD Kennen also has been able to build AD since forever and Neeko's kit is able to go AD as well. These are champions whose build paths are very versatile. Isn't this what people want? Champions with multiple build paths that are actually good?
I've yet to take a look at Neeko's kit (she was added while I was on a break and I haven't taken time to sit down and learn the new champions in the short time I've been back since i'm not seeing them particularly often), so I won't comment on her.
Twisted Fate and Kenned aren't simply AP champions. Before you say the obvious, you can't say a champion is an AP champion just because they have AP scaling. Even Ashe has AP scaling. Twisted Fate is an options character that is meant to work with multiple builds. AP, AD, and on-hit are all viable. Kennen is similar, but more AP inclined than Twisted Fate. They type of champion you might build Tooth on and be apc.
