Unusable Bard Magical Journey

I just used my passive as a Kog with the intention of killing a Bard. He used his E and ran away through a wall. I tried to follow but IT WOULDN'T LET ME! After that, I rage quit.

Please fix if not intended.

Can Kog use actives like Flash or Botrk while his passive is active?

If not, working as intended.

He can't but Bard's E is just a tunnel. I don't see why it's anything like those examples.

If Kog can't flash during his passive to catch up to his opponent, he shouldn't be able to take a journey either.
