Elise becomes permaban broken tier and nobody bats an eye

All i hear on boards is: "Hurr durrrr 10/0 placements got placed in bronze VIII" "Lee so opressive roit wtf" "Plz buff mages omg cant kill with QWER + ).

While Elise is literally again in that stage of balance when she's completely freelo. Try it, google it. according to champion.gg Elise holds 54,6% win rate if a person has already played 5 games with her. She sits barely 1,2% win rate below people with 120+ ranked games with her, i'm not coplaining for ap junglers buffs, but do they need to be really that strong? And why the hell AP junglers get a passive without paying the additional 1575 gold? Can something be done with this? Buffing AP junglers should not made them that overpowered.
