What Happened to the Ionian Boot Nerf?

Wasn't the plan, way back when Riot was changing all the boots, to put Ionian Boots at 10% CDR and lower their cost to 800? That sort of just fell off the map and I don't think we ever got an explanation. It sounds like a good change, and one I'm sure utility mages and some supports would appreciate.

The 15% is better, with 4 points in offence and a morello's you get an even 40%, nerfing it for a reduced cost would be more of a detriment to utility champions as it reduces the slot efficiency of the item in the long run.

But supports already get CDR on their gold item, as well as Locket, Mikeal's, Athene's, Morellonomicon, Frozen Heart, Ardent Censer, Twin Shadows, and pretty much any other utility item they want to buy. So the 15% feels wasted there.

Ionian boots allow you to get to max CDR quickly, from as few as 2 items, which helps supports in the early game, also in some cases you might not get 40% from your other items alone, if you go tear for mana, 10% from gold item, 10% from say locket, and then go sight stone, you have 4 items with boots and 40% CDR, I sometimes end up using the last 2 slots for wards so the boots having 15% is quite helpful, also there are champions that use these boots as a core part of a build, like Blue ezreal, Critplank and Riven, they would all be affected negatively by this change as well.

Why change it? Morello/Grail + Lucidity + 5% CDR masteries is a very easy, stat efficient way to hit 40% CDR.

Because Berserker gives a freakishly huge 25% and we already know that 1% attack speed = 1% cdr. Just look at the two basic Offence masteries.

What does this have to do with anything?
