90 seconds of waiting, and what's even more weird is that ascension where you actually have to pick and ban champions you get less time than in ARAM where all you do is reroll or select mastery pages, it also makes dodge all the worse since people like to wait till the last second to dodge
Because first you try to trade 3 times with people that let the clock run out instead of just declining. Then you reroll twice. Trying to trade each time. Taking up more time because people are still letting you wait out the time or cancel yourself. After which you still need to manually change the runes, because with random champs; you are unlikely to already have a page for this one. Maybe even needing to read a few things, because you never play this kind of champion. Ow, and don't forget your summoners.
It's kinda needed(some of the time).
You probably don't have a new rune page set up and optimized for each champion you could get, so they give time for you to go through and select the runes you want
they gave aram more time temporarily for the new runes
