I predict that Vayne will be the strongest adc.

Don't need to read all of the changes. I saw that crit, ad, armor penetration, ms on phantom dancer were all nerfed. This means vayne with her % max hp true dmg and scaling off attack speed will dominate. Her starting AD was buffed 6 points which means she has a decent to good early game. Just my prediction.
