I'll be honest I still don't get the point of this. I get that he has a lot of CC, but so do a lot of other champions who are never taken in the support role. His passive and ult are both phreak inspired if you know what I mean. That isn't very supporty. To me his kit is a combination of Brand and Xerath

Whats the point of any champ in any role? What you're probably missing here is that if you're a Support Champion, your job is to catch off-guard and confuse your enemies. Trap them, and give your MM a kill. Or punish them for going in on your or your MM.

If they're not used to Vel'Koz as support, they're likely trying to force his exploits that he has in mid. Forgetting that an AD carry will unload on them. He also has insane poke allowing his carry to clean up CS while his opponents can't keep up.

He's not my pick, but I can easily see why people would take him.

He is very oppressive,he have fairly low manacost, and can poke you for days without a lot of manaregen.
He get true damage with his passive, so he don't need lot of AP to do nice damage. His ult have pretty good base damage to, he can easily win trade lvl6 by bursting your AD carry. He also get a 70% slow, and a bump.

Poke support with cc, along with low costs. Very valuable. I've seen Brand and Xerath supports as well.

multiple forms of crowd control are what make the best supports and having extra damage late game doesn't hurt. also, having at least one mage on your team is very beneficial should you have a mid such as yasuo or zed, who are very common and effective

Good CC and when ahead he's basically another mid laner.

item 3303 A single combo with this where you proc your passive can make even tanky supports regret walking by you. Plus you get paid.
