A case for Summoner Spell Groups
There are currently 9 spells on Rift. That means there are 36 possible combinations. Most of them are shit because 8 of them are superior to the other 28 on 99% of champions and of those 8, you really only have 2 choices depending on your champion. Regardless of whether Vlad is ridiculously OP or not, this combination him eliminates many of his weaknesses. I'm not using Vlad as a fig leaf; I'm saying that this can happen to anyone. Buff Cleanse? Vayne gets insane. Buff Ignite? Draven, Old Taric, Old Graves, etc. Today it would be Lucian.
By trying to meet summoner spell efficacy, you just make some unholy abomination combo, and if you try to bring in a third powerful spell, then you have other combos and interactions. Plus, this all assumes Riot can balance the efficacy of each spell perfectly to the level of flash. Well, if they could, then they'd just nerf flash down to the level they need.
I generally like to let the cards fall where they may, but Riot seems to have allowed summoner spells to defacto part of rolls beyond simply just smite = jungle. TP top is standard. Exhaust support is standard. Heal ADC is standard. Mid has probably the most flexibility but generally they like Ignite or Barrier or Heal. And of course everyone takes Flash unless you are the 1% and take Ghost. Even back in the day, junglers may opt for Exhaust + Smite, but since the advent of chilling smite, it's simply better to itemize for that spell and get flash.
Let me be very clear: I am not trying to make Flash not mandatory. I am actually trying to break up the combos that have dictated a lot of the comp meta for the past few seasons. How would I do that?
Groups:
Summoner spells are now grouped into one of two categories:
- Mobility
- Dueling
You may have ONE spell from EACH groups in a game.

What this changes:
- You can no longer have exhaust + Flash, TP + flash, Ghost + flash, smite + ignite, or Barrier + Heal (very powerful combo on release)
- Mutual exclusivity in mobility means that while it can be very advantageous to take TP top lane, you are vulnerable to ganks. But if you try to make yourself safer to ganks, you can't pressure other lanes as easily
- None of this high pressure Lee Sin ignite bullshit *Flash has less competition, meaning that TP can be buffed as can ghost if they are not useful.
