I won't say too much on this because it's a simple concept.

Make the honor system do MORE. Specifically, I think that in ELOs below Diamond, getting a lot of honors should put you in games with players who also get a lot of honors. That way, people who genuinely want to enjoy the game as a competitive environment with like-minded players need only play and be positive for a bit, let the honors come rolling in, and get placed in better games. Likewise, players who have been sanctioned should be placed with other players who have been sanctioned, and getting enough honors should remove that "sanctioned" status. We can make this a player moderated game, and make the game better.

I partly agree. For the 2nd part putting people who have been punished in any way in games together makes sense.

But for the 1st part that really wouldnt work because people dont use the honor system correctly. I've seen really toxic people get multiple honors after a game just because they carried. You'll see them flame 1 person all game and then the other 2 that got carried but wasnt the focus of the flame honor them. So people like this would get matched with others with high honors until their reports catch up to them and their honor resets.

I have made a lot of posts and comments about how to reduce toxicity. They are blindly downvoted because a majority of players seem to want toxicity to exist so they can make comments about how to "ignore it" and get upvoted.

Anything that actually punishes someone for being terrible for the game (such as separating them from the standard queue or banning them) seems to be anathema to the Will of Those Above and those that agree with it.
