Viktor is a worst iteration than pre-rework Ezreal.

He has to get 1150 on his first back, or teleport back to lane and get it on his second because of how literally mandatory it is to get his hextec upgrades, which goes up in price to 3000 gold. His first back is really problematic because while he spends 1150 gold on +3 AP per level, +15 Mana per level and ranks up his E, other mages are buying Lost chapter which gives AP, Mana, 20% mana refunded at leveling up and cooldown reduction.

IMO, this champion needs a completely new passive. He legit cannot solo kill his lane opponent until level 6-8.
