Armor and Mr should be less efficient at low numbers but more efficient at high numbers
A single fking null magic mantle can dismantle a mage / ap assassin (AD side feels this to they somewhat compensate it with more Autos, + cloth is naturaly weaker as its cheaper but you get a point)
A tank with 4 armor and mr items still melts UNLESS His entire team is astronomically ahead, ** The only time tank feels tanky is when he is ahead or is named Sion**
And Sion is tanky because everything in this game scales with HP (as far as tank items go which has synergy with sion)
Buying an early game Cloth / mantle is OP (Dont fusion it in Seekers tho thats a noob bait) This is what I suggest for people to do in bad matchups (along with free mr and armor from masteries) Do not fuse this items, just live them in inventory get cores first (OK kennen can rush zhonya but you get a point, some mages like velkoz can get mercs ETC)
However having 300 armor means nothing
WHY CANT WE FIX BOTH OF THOSE ISSUES IN 1 SWEAP ? Just make armor and mr less efficient at low ammounts and more efficient at high ammounts Change the GRAPH CURVE
Voidstaff and some other %Pen items are also slightly to efficient
Yes I do understand that with my suggestion every single tank who has gain armor / mr ability gets a massive boost But thats because RIOT JUST RECENTLY HAD TO MAKE THOSE ABILITIES GIVE 400 ARMOR AND MR because less than that wasnt any noticeable (Example Rammus)
