New Runes for New Accounts

So, I wanted to have a lower level account to practice new champs on instead of feeding in normals and pissing other players off. So I decided to make a new smurf account. At first you weren't able to make a rune page, and it automatically gives you a set depending on which champ you're playing. I thought this was fair, and was a pretty neat idea. Then, when you hit level 8, could chose which pre-set page to use, on any champion. I thought this was okay, a good scale.

While before level 11, it tells you that you will be able to make your own Rune page at level 11. Finally right? Nah, you can choose which Tree to go down, and the keystone. That's it. This doesn't really seem like creating a rune page...

You then have to wait to level 13 to change the small runes under the main tree. and 15 to change the Secondary tree and those small runes.

I'll never really have to deal with this again. But this seems wayyy too drawn out and I feel like if I was new, this would be wayyy more tedious and misleading than the old system, where you would get 1 rune/mastery slot per level.
