Riot, could you punish bad player harder?

Thanks to negative players, I can't even play because it's too frustrating, I am always afraid from trolls and afk, this is not fair for good players. I never flame, I mute the idiot one and I try to play but is not enough, they still do what they want and they don't get punished. Meanwhile, once I went afk for 5 minutes and I got the 5 games in low queque. Trust me, I love League, and I wanna get at least gold this season (Silver II actually, trying series for the 5th time), but if there are bad players I can't even play normals.
