Veigar Question

The wording on Veigar's new Q is:

"Unleashes a bolt of dark energy, dealing (X) magic damage to the first two enemies hit. For each target killed, Veigar gains 1 ability Power. The bonus is doubled against champions, large minions and large monsters."

In the notes of the ability change it says:

    Q is now a skill shot that stops on second unit hit.
    **Grants 1 AP for each unit killed**
    Range increased to 850 from 650
    Cooldown changed to 7/6.5/6/5.5/5 from 8/7/6/5/4

The current version says:

"Unleashes dark energy at target enemy, dealing magic damage.** If this ability deals a killing blow,** Veigar gains 1 ability power permanently (doubled against large minions, large monsters, and champions)."

It specifically called out that only the ability dealing the killing blow gets Veigar the bonus. Is the new version allowing him to gain AP with any ability and his AA?
