She tower dived me at lvl 2 tanked 4 shots and healed back to half after flashing away. my first major buy when i scraped away with 2 minions every wave was
but she still healed back to full with every engage. i cant farm then i cant even hug turret cause she tower dives me with 0 consequence

Dodge e, if she misses you can easily punish her hard as its really hard to do damage to you without it
dont fight under tentacles
clear tentacles as much as possible
hide behind minions to stop her e
after she ults run or flash out then you can easily fight her
exe callling, exhaust, ignite, work very well
Ok Illaoi cannot dive you at level 2, tank 4 shots and live. Replay or it didn't happen
You dodge her abilities, and go for trades when they are on cooldown, when she ults, if she still has reasonably high hp, you want to disengage /kiteback till it ends and then reengage on her.
Don't rush , also wounds does not stack so the 
passive was less usefully. She built 
so its not like she had massive burst off her autos. Seems like the only reason she did about double your damage to champs is due to folks not dodging her ability's. At level 2 she has 654 base hp and garrens got 677 base. 4 shots from tower even with agro break is 152 damage 4 times (608 not accounting reduction from armor but then again towers have armor pen of 30%) plus the 40% boost on 2nd hit for both sets of 2 shots (extra 120 ish damage). Lets assume she has atleast an extra 50Hp from masterys and started with so we are looking at max hp of 784. She took about 728 damage just off towers, give or take. At this point for here to get out with 50% hp requires her to back to back land E into a W when there's 2 tentacles spawned and both over lap in strike zone and hit both you and the soul she yanks out of you. If that's what happened, I feel its fair to state that you played excessively poorly
illaoi her weakness is mages with range ^^ try to counter her by that.
