Well it depends on 2 things: where she was last season and her mmr.

But if someone gets 8-2 and is in bronze, then her mmr/previous rank must be... glorious.

It depends on where she ended last season. if she ended Bronze 1 or silver 5 she should count herself lucky she was placed in bronze 2, you will almost always be placed lower than you were last season. No issue here
