MAke the game pause for 30s if a players internet is above a playable ping

See above. The reason why i think that'd be good is because i just lost a ranked due to havin a 500 ping in the deciding teamfight. Thats super frustrating. But could be easily solved by doing a 30s pause thatwouldnt hurt anybody :)
