Because double nerfs, from a scientific standpoint, is terrible. You wont be able to identify where you messed up if you found out you overnerfed her. I think you should just stick with the shiv neef, monitor that, then nerf as needed.

Nerfing multiple things to a certain issue is one of the better things, and either way, if the nerfs are too much, oh well, cait players had their time (KAPPA) they can just buff her up again, ever notice how, only extremely rarely do they only change 1 thing at a time? its because its the better way to deal with things like this, especially since patches only come out every 2 weeks, if she is still problematic, we would have to wait even longer with that in our games.

wasn't implying you were unable to learn, from past experiences, league players have been the immovable obstacle, they are usually very stubborn and defend all beliefs to the death, and it was certainly wrong for me to assume, my apologies sir

Normally they don't nerf items in a way that affects everyone when the item is being abused only by a fraction of the characters affected by the nerf. I would bet that Riot felt that the item was offering too much waveclear power especially in conjunction with Rapid Fire Cannon.
Honestly I agree with several of the other commenters here, Caitlyn's attack speed isn't the frustrating thing, it's her traps that are the biggest pain point for opponents.
