@Meddler/FeralPony: Beware double-dipping

The upcoming Hecarim nerfs are dangerous. We should all know by now just how dangerous base stat changes are. Base AD changes on a Sheen champ doubly so.

That you're simultaneously nerfing the damage on his Q, a spell that is used frequently to say the least, is just aiming straight at Olafing him.

I'd continue with something about Vlad and how you're double-dipping with a base stat and other change here as well, but the Hecarim problem is just far more glaring.
