eg: Illaoi Riven. They cant really get away with building no damage items.

Illaoi is a pretty tanky champion. In fact, I don't ever really see her NOT build mostly tank items.

Riven on the other hand is a no brainer. She doesn't get by on a tank build. Maybe building AD/Health, but thats the extent of it.

Well, that goes without saying. Two damage items, two tank items, a hybrid damage and tank item and boots is in my opinion most ideal

i don't flame the top laner for not going tank to stop getting bursted down i tell my adc to buckle up and stay away from the brush until i get back and head up there

Deaths dance makes you pretty tanky. The passive, the life regain, plus cdr is nice in addition to doing good damage for your team.
