How come daisy's AI is soo terribly bad compared to tibbers?

Like tibbers functions most of the time i've yet to see daisy not stutter walking once. I've seen her do all sorts of crazy dance moves except actually engage normally. Like she get's stuck walking, even more so trying to attack, it's silly that her only function is to auto attack and she cancels her autos walking.. And the cool down is soo immense, the cd for daisy is aslong as shen's ult practically and it's no were near as functional considering she get's stuck walking and dies along with you. Tibbers is on far less cooldown does a lot of damage being summoned can be ranged summoned and stays alive after anie dies doing aoe dmg plus actually punches and get's movement speed.
