I don't see how his Q no longer forcing him to last hit champions and his W falling slightly faster would bring back support Veigar. The only reason he was ever support was because of how brokenly powerful an instant cast E was, and with that nerfed bringing him support brings NOTHING to your team another champion could not do better in the support role.

He can still land stuns with his E and it is great for zoning so he can still do it fine actually

he "can" but its no where as reliable as it once was, it might work for lower elo (ive notice how almost all my successful e's were because people walked into them when they had ample time to stop) but shit like that doesn't fly in the higher ranks, no wonder why all the high rank elo veigar mains said how horrible the change was. Alistar Blitzcrank Nautilus Leona presence alone is enough to zone people because of the shit tons of cc that will be poured on them should they even think about coming close, and they have the tankiness to benefit a team greatly.
