When People Say a Champion is "OP" or "UP", What are They Comparing it To?

Are they saying that because they lost to that champion in their last game or lost as that champion last game? Are they comparing them to Urgot? Lee Sin?

Stuff like Mordekaiser and Darius a couple of patches ago were legit overpowered.

Thing is many people get confused between oppressive and overpowered.

Id say they either compare the win to lose ratio against others or they look at the damage being done and compare it to other champions.

The ideal champion is one who has a 50% win rate overall in all ELOs and doesn't have toxic gameplay.

A good example is Velkoz. He can hard carry if played correctly, but has definite weaknesses that can be exploited.
