Garen's ultimate needs a longer cool down

A targeted, true damage execute with virtually 0 counter play save for "hey don't get to low on health or i'll press R". The fact this ability has a 120 second cool down at rank one boggles my mind. I recommend changing the cool down to 140/110/80 seconds so it's less oppressive early game but still available the way it is now mid to late game.

Most, if not all excutes have some form of counterplay. Darius needs 5 stacks, Pyke's ultimate is telegraphed and dodge-able, Urgot's ultimate is dodge-able and you can even QSS it hilariously, but Garen's is just ... braindead.
