Require 15-20 seconds of waiting before locking in bans/picks.

Especially with this new ban system; if we are adding more strategy to the game then we need to be able to have time to talk to our teammates and try to reason before people just autolock their most "op" champ in their opinion.

This new draft system could be amazing IF it's executed properly. I feel like this would help the idea of avoiding permabans on champions.
