Is there any way Grievous Wounds can be a non-toxic mechanic?

Grievous Wounds has been getting removed left and right as of late (MF lost it, Fizz lost it, no more Executioner's Calling, etc.), leading me to believe that Riot feels the mechanic is poisonous to gameplay. They're probably not wrong, either. 50% healing reduction absolutely murders certain Champions (DrMundo Volibear Vladimir Aatrox Trundle Warwick Zac ), while having little effect on others, and the fact that GW only applies the healing reduction at 50% (and never another value) means it's presently inflexible to balance changes. Plus there's no practical counterplay to it; QSSing a GW effect simply isn't done, and since it's not considered CC, it isn't removed by Gangplank, Alistar or Olaf.

I suspect Riot intends to simply do away with Grievous Wounds altogether and just scale back the power on some of our mega-healers, but I could be wrong. Maybe if the healing reduction were based on how much health you have (i.e. strongest when you are healthy, weakest when you're almost dead, or vice-versa), it could have a more acceptable place. But as it stands right now, I wouldn't be surprised if Katarina and Varus soon lose the effect on their respective skills.

I don't see why it isn't just "reduce healing by X% amount"

there, now you can balance champions having it in their kit by some having more or less potential to negate heavy sustain and you can tweak it more liberally to feel less overwhelming as someone who relies on such sustain to survive

Pretty much two things is best for GW:

Rework champions that suck or dominate based on the presence of grievous wounds, remove GW.

The other is what they mentioned: Reduce healing reduction of GW, nerf/rework champions that necessitate getting GW.

(Fizz and MF losing GW was less about super healers and more on squishies couldn't duel with them well, Fizz did not need GW to succeed on killing squishies. MF didn't really need it either. Katarina and Varus could serve to lose theirs too, free GW is kind of silly.)

Every time you take damage, gray health is left over(like Tahm)

All healing(or non-janna/soraka ult healing) is reduced in general.

Healing is increased to consume this gray health.

SV now increases the gray health left and/or reduces it's decay GW now reduces the amount left and/or increases decay.

Champions with odd forms of healing that would work differently with this(such as Vlad Q or Swain's R) could have work around added or just ignore the whole gray health system.

New masteries can be added for this as well. Offense could have a mini-GW effect. Defensive can have a mini SV effect. Utility can have something to boosts a healers ability with gray health.

With this GW can become more common, but in smaller doses and stack. For example, a cap of 50. Talent will give 5, a champion or item can give 15-25. Since it's not an instant maxed out reduction it makes reactive healing more powerful while becoming weaker as a fight continues.

The problem with healing in general in a game like league is that it is passive. So it often comes at a cost(HP, high mana cost, rest of the kit balanced around it). This change reduces passive healing, rewards reactive healing, grants a way to counter non-stop healing throughout a battle without making it overpower it right away and would allow GW to exist in more forms so that counterbuilding it is possible again.

Tahm wouldn't have to really change either. It's just having other forms of healing build off what he already does.
