No wonder champions like 
are so obnoxious and ridiculous when they get to proc this terrible, badly designed and biased keystone mastery so extremely easy on other champions.
This has added a load of snowball to a lane that already had problems with it, and atificially increased the burst of champions that didnt need the boost.
The problem with Thunderlord's is that it can proc multiple times on a single attack for some champions. Lux only needs to use two attacks (one spell and one auttack) trigger it, instead of three. The same for Fizz and some others. Each tick of a DoT counts as a full Thunderlord's proc, allowing champions like Morg, Karma, etc. to trigger the damage with a single spell.
Thunderlord's was meant to promote combo play - using three spells or attacks in quick session, or making sure to throw in extra autoattacks after a trade to proc it. I don't feel that the above exceptions are appropriate for the mastery.
Keystones in general were an error.
TLD is just the most prominent one because it affects the early game so drastically, unlike the others.
Cough Fervor of Battle on ADC's(Kog, Lucian, ect) Fast attacking junglers(Kindred, Udyr, Shy)
CoughGrasp on champs that have plenty of sustain already and become monsters(Maokai, Mundo) or super tanks already(Tahm Kench)
Cough Windspeakers on almost every single heal/shield support(Raka, Nami, Janna, ect)

Not sure why this is downvoted, Riot's had problems with mechanics that add to burst in the past (coughDFGcough), and now they give it to everyone? Hell, they even nerfed Luden's for the same reason.
If everything is strong. Is anything really strong? I don't feel like you provided enough reasoning to hate on TLD so much..
If Lucian is running Thunderlord's Decree, then you should be winning now matter what. If you're not good enough to beat it, he would've stomped you with the right masteries even harder
Neither zed or fizz can proc it w/o going all in and lux can only easily proc it if she lands bind. There are 101 champs that use it more easily.
to be fair... on Zed it's quite a mistake, you loose quite a lot of damage by going that route (you loose armor pen and extra AD), if you ask me Zed should be using the DOT one instead but obviously upfront damage wins that race.
That said, Masteries has increased power overall on the game, it's sad that there's some masteries that aren't being used as much but I think that's because masteries got divided in an odd way...
