Buy Vel'koz with IP and then buy one of his skins with RP

You shouldn't really buy a champ with RP. If you have the IP to get a 6300 champion, then get one, and the save up for the other.

I buy Champions with RP only when they are on sale. Does it mean that I wasted rp?

No, I mean it's your decision to do what you want.

It's just not always the best decision, as you can champs with IP

Yes, don't waste real money for that. Buy some cool skins you like if you really wanna spend money, eventually you'll get the IP for the champs

The reason I bough champions with rp is because u see, I don;t play league a lot, not like 16 hours everyday and its kind of slow to buy champions with ip. So, I rather buy champions with rp so I could play with them, and I am not really a big fan of buying skins (EXCEPT CHALLENGER AHRI!) And can we get into the whole point of the thread? XD

Anyway, since everyone seems to be avoiding the actual question.

I prefer Vel'koz over Azir, especially in this meta. Azir is late game and requires way too much dedication to play him at his best. Vel'koz, is a lot easier to pick up and has an amazing early game. Albeit he is a bit slow but that can be overcame by abusing his range.

Choose Vel.

Azir takes far too long to learn. Possibly hundreds of games. If you don't have much time playing LoL, don't bother with him.

On another note, buying champs with RP isn't wasted. If you have the spare money and enjoy playing a wide variety of champs but don't have the time to grind then go for it.
