This is punishing me for knowing how to play support and forcing me to put my secondary role on something that isn't actually my secondary role.

This has nothing to do with the new champ select, but rather a playerbase that doesn't play support

Putting support pretty much means you are guaranteed to have a faster queue and get support, which Riot has said that it's been skewed towards getting your primary role, guess what, it does not work at all.

It's skewed towards that, yes, but the overall job is to get 5 people onto a team against another 5 people, and start a game. When it's faced with a 3, 5, maybe 6 minute queue for primary, and a 20 second one for secondary, there is nearly no contest as to which it's going to pick, and that isn't something Riot can change, unless they make queue times even longer
