I think the leap from 4 dragons to 5 is way to big of a leap.(although i like the 5th dragon tier)
Make it so if you get say 3 dragons you get dragon1 buff dragon 2 buff and dragon3 buff. It gives more importance in getting more than 1 or 2 dragons
This also makes more sense because tier 5 dragon gives all tiersx2
Tl;dr Have dragons give the benefit of the tier but also each previous tier dragon buffs

Tier 2 gives Tier 2 + 2x Tier 1 Teir 3 gives Tier 3 + 2x Tier 2 + 3x Tier 1 etc.
You always have all the prior tiers too...
