[Lethality] Out of Combat Movement Speed

Something few people think of when talking about Lethality items and their balance in the game is the huge amount of map movement speed stacking these items gives.

All three complete Lethality items, as well as Dirk, give 20 out-of-combat MS.

Back in the day, Mobi boots where nerfed when they provided 45 in-combat MS and 105 ooC MS. With three Lethality items, you can essentially replicate these Mobis, only that your general MS increase is not restricted to 45 this time.
