Can Hextech Crates NOT give champ shards now?

With the advent of blue essence as the new currency and the champion loot-box every level, Having a chance to get champ shards in hextech crates is a bit backwards. Whereas before I didn't mind it, now that every level I get champ shards, its a disappointing to get more from something that comes up far less frequently.

To make myself clear, I'm NOT asking for higher odds of getting the other stuff. I frankly don't care. I just feel that since opening crates for free take a long time, it sucks to only get an Annie shard and a pittance of blue essence.
