Can Warwick finally carry?

Is the rework good enough? Playing as he is now is like playing a plank. You can't reach anyone to fight because of the adc cancer meta. Your a tank who gets melted without a second to react. You do no damage and have no carry potential at all. No one wants to play a deadweight champion who can't even do his job because of the meta.

So is his rework good enough where he can get fed and carry? I stopped playing him because he couldn't fight. You had to choose between damage or tank and you never have enough of either to be relevant. I haven't tried him after the rework can someone fill me on.
