Weird blue Spiral?

There's been this weird little blue circle thing, with like a black spiral in the center of it that's been popping up here and there. What is that? Does anyone know? If you need a picture, there's one in Keyori's new video at the 9 second mark.

This happened to me during a ranked game... and I flashed for no reason out of base... Anyways, it's supposed to be a teaser for the new champion "They Are Coming"
